DHS Puts Out Guidance on Care Center Staff Bonuses

$50 million in American Rescue Plan funding will be sent to care centers soon to provide retention and recruitment bonuses for employees. Although the initial announcement indicated the money would arrive in December, the Minnesota Department of Human Services (DHS) plans to send the funding out on the Jan. 4 remittance advice due to red tape within the agency. Each care center will receive $10.97 times their number of Medicaid resident days on the 2020 cost report.

1/3 of Minnesota Care Centers Receive an Overall Five Star Score

Earlier today, LeadingAge sent all care center members updated Five-Star Analysis reports that reflect data from earlier this year during the height of the pandemic. In addition to showing the status of each of the measures and the overall score, the report also shows areas where care centers are close to gaining or losing points. To look at your care center’s performance over time on any of the measures, members should click on any of the red “trend” boxes on the Five Star report.

Moratorium Exceptions Proposals Announced

Minnesota Department of Health (MDH) recently released a list of moratorium exception project proposals submitted in the current round of that process. Thirteen providers submitted proposals, and the total one-year state Medicaid cost of those proposals is roughly $2.7 million. The current round is funded using less than one million in state funding due to previously canceled projects, so, unfortunately, less than half of the proposals can be approved.

Time for Care Centers to Select new QIIP Goals

DHS recently prepared the data needed for all care centers in the Medical Assistance program to select a new goal to work on for another round of the Quality Improvement Incentive Payment Program (QIIP). Each year, based on their progress toward the goal they select, care centers receive a rate increase of $0 to $3.50 per resident day.
