Waiver Billing Changes to be Enforced by DHS

The Minnesota Department of Human Services (DHS) recently announced that providers must bill each date of service on a separate line for all Home and Community-Based Services (HCBS) claims submitted starting March 5, 2018.
DHS revised the Billing for Waiver and Alternative Care (AC) Program section of the MHCP Provider Manual a while ago to implement this change, and they will now be enforcing this change by denying any claims that use a date span instead of individual lines for each date.
DHS believes that billing each date of service on a separate line promotes consistency, reduces errors and ensures the appropriate use of billing codes. They also believe that the practice is valuable for reducing claim denials related to duplication with other claims for dates when a client is admitted into a hospital or nursing facility setting.
