Time to Select New QIIP Goals

The Minnesota Department of Human Services (DHS) recently prepared the data needed for all care centers in the Medical Assistance program to select a new goal to work on for another round of the Quality Improvement Incentive Payment Program (QIIP). Each year, based on their progress toward the goal they select, care centers receive a rate increase of up to $3.50 per resident day.
The timing of QIIP is designed to align with the rate changes under the Value-Based Reimbursement (VBR) payment system. The current QIIP adjustments, which started on Jan. 1, 2018, will run through Dec. 31, 2018. A new QIIP amount based on a measurement period that ends June 30, 2018 will take effect on Jan. 1, 2019.
In the next month, providers are being asked to select a QIIP goal for the year beginning Jan. 1, 2020. Incentive payments for that year will be based on data from a measurement period of Jan. 1 through Dec. 31, 2017 and an intervention period of July 1, 2018 through June 30, 2019.
Care centers select one nursing home report care measure to work on each year under QIIP, and the incentive payment is based on their improvement in that area during the intervention period.
Providers will find information related to the current QIIP selection in the Nursing Facility Portal. Selections for the 2020 payment year must be made through the portal by June 30.
