HUD Published NSPIRE Final Rule

Last week, the US Department of Housing and Urban Development (HUD) published the final rule to establish its new approach to defining and assessing housing quality, the National Standards for the Physical Inspection of Real Estate (NSPIRE). The final rule describes the development of NSPIRE and the next steps from HUD before NSPIRE is implemented on Oct. 1 for multifamily and voucher programs and July 1 for public housing.
HUD On Track with NSPIRE Demonstration Program

HUD's NSPIRE Demonstration program, which will replace REAC's current physical inspection standards and protocol under the Uniform Physical Condition Standards (UPCS) for the HUD-assisted housing portfolio, is on track to complete over 900 advisory inspections by the end of May 2022. HUD inspectors will continue to work with approximately 4,500 volunteer properties to identify potential adjustments to NSPIRE standards, protocols, and processes, which will then be rolled out to the broader portfolio.
NSPIRE Voluntary Demonstration Open Registration Announced

The U.S. Department of Housing and Urban Development announced that property owners/agents and Public Housing Authorities across the country can pre-register one or more of their properties to be considered for selection in the demonstration to develop and test a new format for conducting the physical inspection of HUD-subsidized properties.
