State Works to Inventory and Increase Availability of PPE

In an effort to ensure that Minnesota health care facilities have the resources needed to treat patients, Governor Walz this week issued Executive Order 20-16 which requires any Minnesota business, nonprofit or non-hospital health care facility – excluding nursing homes – to submit an inventory of Personal Protective Equipment (PPE) and donate what they are not using for critical health care or essential services. This process should result in more PPE becoming available. 

The goal of the Executive Order is to identify and gather voluntary donations only of PPE that is not required for the provision of critical health care services or essential services. While adult day, home care, housing with services or assisted living providers may complete the survey, our read is that you are providing critical and essential health care services, and the State will not expect you to donate any of your existing inventory.

Providers experiencing shortages of PPE or other supplies should report to the Health Care Coalition (HCC) that serves your region of the state. The Minnesota Department of Health (MDH) has asked the regional HCCs to assist providers in reporting shortages. Contact the Health Care Preparedness Coordinator for your region of the state for details on how to report your shortages.

Minnesota’s State Emergency Operations Center will be helping to coordinate allocation of PPE that comes into the State’s hands in the weeks ahead – whether it be through the donations described above, through release of PPE to states from federal authorities, or otherwise. 

We believe that process will involve the Health Care Coalitions, so please stay in close contact with them, and be prepared to show that you have exhausted your ability to get PPE through normal supply chains and describe how you are working to conserve existing supplies.
