Second Provider Relief Fund Reporting Period Opens Jan. 6, 2021

The Health Resources and Services Administration (HRSA) recently opened the Provider Relief Fund (PRF) reporting portal for providers to begin entering data to submit their second period PRF reports. Second period reports cover PRF payments from July 1 – Dec. 31, 2020, including Phase 2 and Phase 3 general distributions and nursing home infection control distributions and incentive payments. The deadline to submit the second period report is March 31, 2022.
This round of PRF reporting will include more than just Medicare providers, as many assisted living, adult day and other community services providers will be reporting for the first time because they received funds in the second half of 2020. HRSA has added several new resources to the PRF reporting website specific to the second reporting period. We anticipate additional resources specific to the unique aspects of reporting on the Nursing Home Infection Control PRF payments received.

- The PRF Portal Registration Manual has been updated with new information as of Dec. 30, 2021, and provides details about what information is sought for each entry in the report.

- What's new for reporting period 2? is a one-pager on how reporting period 2 differs from the first reporting period.
- PRF FAQ document contains all Frequently Asked Questions that HRSA has answered on PRF and should be an essential resource as providers begin.
HRSA is also offering webinars to assist providers in understanding the reporting requirements:
- Jan. 12, 2-3 p.m. CT webinar for those new to PRF reporting: This webinar is designed for non-Medicare providers who have not reported yet because they did not receive funds in the first half of 2020.
- Jan. 13, 2-3 p.m. CT webinar for returning reporters: This is an opportunity for Medicare providers who reported in the first round to hear about new features of the portal and what is new in reporting period 2.
For care centers, this will be the first report in which they are required to report on the infection control expenses they covered with the nursing home infection control distributions and related quality incentive payments. Those funds cannot be used to cover lost revenues and must be applied to allowable infection control expenses.
