Provider Relief Funds: Submit Info Today (June 3)

If you want to be considered for future Provider Relief Fund payments from HHS you need to register and submit information by the end of today (June 3).
We're not aware that any additional funding is or will be appropriated, but LeadingAge national speculates that funds could be available from the original $50 billion that’s been distributed if some or enough providers return some of those funds. If you want to register you will be expected to report the following through the HHS portal (see link below)
- Annual revenue from your most recently filed tax return, based on the type of entity (i.e. 1120; 990; 1040; etc.)
- HHS has identified the specific lines to pull this revenue from based on the tax return type as follows:
- Form 1040 Box 1 of Schedule C
- Form 1065 Box 1a
- Form 1120 Box 1a
- Form 1120-S Box 1a
- Form 990 Use Part I, 9 “Program Services revenue”
- Form 1041 Box 1 of Form 1040 Schedule C
- Note: you use a Form 1040 Schedule C also for Form 1041
If you did not file a tax return (i.e. governmental facility) HHS says: “All providers that have filed tax returns in 2019 or 2018 should submit the filings as supporting documentation. If a particular healthcare provider has a legitimate reason (e.g. tax exempt) for not having IRS filings, then alternative financial statements are acceptable. If the entity is tax exempt, the entity should use Net Patient Revenues from its most recent audited annual financial statements as a substitute for “Program Services Revenue” when prompted. Further, the entity should submit its most recent audited financial statements as a substitute for the federal income tax return Form 990 requested. “
- Lost revenue or an estimate of lost revenue for March and April of 2020
- Thus far, HHS has only indicated submission of lost revenue for March & April of 2020, and has not released guidance on any additional months such as May.
- It is not clear if this is because the guidance on this was released in early April, or if they are willing to accept May as well. Accordingly it might be best to input as many months as allowed once inside the portal, as lost revenues will impact different types of periods differently and some will have a deferred impact
In estimating lost revenues, since there is no formal guidance from HHS, we recommend you use a reasonable method of estimating the revenue during March and April compared to the same period had COVID-19 not appeared. For example, if you have a budget prepared without taking into account the impact of COVID-19, the estimated lost revenue could be the difference between your budgeted revenue and actual revenue. Also, it would be reasonable to compare the revenues to the same period last year.
