Pre-Admission Screening is Still Required in Minnesota

The Minnesota Department of Human Services (DHS) has confirmed that preadmission screening (PAS) is still required in Minnesota.
In response to COVID-19, CMS recently issued a blanket waiver allowing states to suspend preadmission screening and resident review assessments for 30 days, if they choose, and this has created some uncertainty for providers.
While some other states are implementing this change, Minnesota has not suspended the PAS process at this time. Preadmission screenings must still be submitted in advance of all admissions to Medical Assistance-certified nursing facilities.
As we shared in our March 31 COVID-19 Update, the Senior Linkage Line (SLL) has changed how it will notify individuals of a preadmission screening.
- The SLL will connect directly with each nursing home to let you know that the consumer notification will now be included with your notice.
- They ask that you deliver the consumer notice to the individual. Please know this is a temporary situation.
- Up until now, this notification was mailed to the address listed on the pre-admission screening – typically the person’s residence.
- If the person has been discharged, the nursing home should notify the Linkage Line so they can mail the notice to the individual.
The State appreciates your support in helping individuals get these notices in a timely manner.
We will stay in regular communication with DHS and make sure you are aware of any further changes to Minnesota’s PAS process.
