New Laws Effective Today, Aug. 1

Aug. 1 represents the effective date for several new Minnesota laws that do not have budget impact.
Changes impacting services to older adults include:
- Employment Law changes, including requirements for disclosing salary ranges in posted positions, pregnancy leave accommodations, jury duty leave, and parameters for oral fluid testing for cannabis. These changes will impact all setting types.
- A requirement to post a plan of correction in assisted living settings.
- Regulatory changes impacting the IDR and IIDR processes for nursing homes.
- Modifications to moratorium exceptions for Community Residential Settings (CRS) licenses and Adult Foster Care (AFC) licenses, impacting assisted living, community residential settings and adult foster care.
- Increased regulatory enforcement of Supplemental Nursing Services Agencies, with a goal of addressing quality, safety and training variation among SNSAs.
- A requirement to use the state’s prevailing minimum wage for projects funded by low-income housing tax credits and MN Housing Finance Agency authorities. This change will impact contractors who work with affordable housing projects in Minnesota.
