New Certificate of Rent Paid (CRP) Requirement – Online Creation and Submission

Minnesota assisted living facilities, nursing homes, and rental housing settings who paid property tax, or are exempt from property tax but make payments in lieu of property taxes, must provide a Certificate of Rent Paid (CRP) to residents living at their facility by January 31 each year.
Beginning with 2024 CRPs, all Minnesota CRPs must be created and submitted online using the Minnesota Department of Revenue's e-Services filing and payment system. This is to facilitate changes to how renters receive credit for rent paid on their taxes.

Virtual Training Sessions
Two virtual training sessions are being offered by the Department of Revenue to learn about setting up your account and creating Certificates of Rent Paid (CRPs) in e-Services. The sessions are the same and they will record the December session and add it to their website.

Renter's Credit Information for Residents
Beginning with 2024 taxes, renters claim the Renter's Credit as part of their Minnesota Individual Income Tax return (Form M1). They will no longer file a Renter's Property Tax Refund return (Form M1PR).
To get the refund, renters must file a Minnesota income tax return even if they are not required to. The Department of Revenue is working on getting the word out in several different places. They acknowledge that residents in facilities are highly impacted by this change.
Because this is a significant change to when and how renters file their taxes, the Minnesota Department of Revenue would appreciate your assistance in sharing this information with your residents and their family members.
