DHS Seeks Nursing Home PIPP Proposals

The Minnesota Department of Human Services (DHS) is seeking proposals for the next round of Nursing Home Performance-Based Incentive Payment Program (PIPP). Proposals are due May 1. Incentive payments for selected projects will begin on Jan. 1, 2020.
All Medicaid certified nursing families are invited to submit proposals. Projects are selected through a competitive process and funded for up to five percent of the weighted average operating payment rate.
Nursing facilities with existing contracts for the maximum five percent increase for rate year beginning January 1, 2020 are not eligible to apply.
Based on lessons learned in previous years, DHS has made the following changes that should be considered when developing proposals:
Proposals should address topics where facility baseline data supports the topic as a problem area.
Facilities are highly encouraged to choose validated outcome measures such as those on the Minnesota Nursing Home Report Card.
Projects that clearly benefit nursing home residents will be given priority.
DHS will negotiate the portion of project funding at risk if project outcomes are not achieved.
DHS will determine collaborative project outcome performance based on a combination of individual facility performance and average collaborative performance.
Proposals must be submitted electronically using the PIPP Fillable Proposal Form. Additional proposal resources available include: PIPP Request for Proposals; Proposal Writing Instructions; and PIPP Calculations Form. You can also access the form and instructions through the DHS provider portal login page.
The fillable form is divided into several required sections. Completion of each section is required. It is critical that you review the instruction manual carefully. Proposals that do not contain all required sections will not move forward.
The completed form must be submitted to DHS as an email attachment by midnight on May 1. The email address for submission is: DHS.NFRP.CostReport@state.mn.us.
DHS is offering their annual PIPP Boot Camp to support nursing facility staff in developing an effective PIPP proposal. Three Boot Camp dates have been announced:
- Thursday, March 7 – Mankato
- Friday, March 8 – Eagan
- Friday, March 15 – St. Cloud
