DHS Conducting Review of Quality Measurement and Value-Based Reimbursement

DHS has contracted with a research team at Purdue University to conduct an evaluation of the value-based reimbursement (VBR) payment system as well as the quality measurement efforts of the department.
One piece of this effort is a survey that was sent to all care centers earlier this week. Through that survey DHS wants to understand:
1) Provider thoughts regarding the person-centeredness and usefulness in decision making of current DHS quality measures; and
2) Provider perspective regarding the impact of the MN VBR policy on MN care centers.
The Purdue research team will also be conducting focus groups to examine provider perspectives surrounding VBR and quality measurement. DHS has identified a group of administrators and long-term care quality experts who will be asked to participate in the focus groups. DHS will make recommendations for improvements in quality measurement and the VBR system based on the findings of the survey and focus groups.
