New Rental Ordinances Effective in Minneapolis on March 1

For providers of residential rental property in the City of Minneapolis, please note two new ordinances to be aware of, both effective March 1. These Minneapolis-specific rental ordinances typically affect independent apartment rental as opposed to assisted living rental, but it is recommended that you stay apprised of all laws that affect your city.
New Housing Support Rate Effective July 1 – Corrected Calculation Table

On July 1, 2025, the Housing Support maximum monthly room and board rate will increase to $1,192. There was a typo in the table last week for the personal spending allowance, which should be $128. The rate is correct at $1192. See the corrected table below.
Application Forms Now Available for Relocation of Facility for Small Providers

Some small residential providers have had challenges complying with AL statutes due to what would be cost-prohibitive remodeling required, or unwillingness of a landlord to allow the changes in rented settings. Changes were made to 144G.195 in the 2024 legislative session to allow these settings to relocate within certain parameters.

DHS Provides Update on Nursing Facility Loan Program

DHS recently updated the provider associations on the financially distressed nursing facility program. That program was created by the 2023 Legislature to provide interest free loans to nursing facilities that are at risk of closure due to operating losses. DHS has now worked through the first round of applications for those funds.

Updated State Budget Forecast Shows Growing Long-Term Deficit

Minnesota lawmakers received an updated budget forecast today that increases the chances that they will need to consider budget cuts to address future deficits. The forecast predicts a $456 Million surplus by the end of June 2027, down by $150 million since the last forecast in November of last year.
